Iowa has given out only 2% of rent aid, will forgo more federal funds

Des Moines Register: Iowa Finance Authority Director Debi Durham says she takes full responsibility for launching too early a program that was supposed to provide immediate emergency rental and utility assistance to Iowans affected by the pandemic but has delivered only a fraction of the funds. But she told the Iowa Finance Authority board on Wednesday that the $195 million in federal funds the state received in January came with few rules or regulations, and it was more difficult to get up and running than anticipated when Gov. Kim Reynolds announced the program in late March. She also said she didn’t see the agency applying for a second round of rental assistance approved this year as part of the Emergency Rescue Plan Act. That could have meant another $120 million for needy Iowans who qualify. “Why would we draw down $120 million if there’s no way we’re going to go through $195 million?” she said.
