Joshua Barr replaces Rudy Simms at D.M. rights department

Barr, who most recently was a civil rights attorney in South Carolina and the fair housing director at the South Carolina Human Affairs Commission, replaces Rudy Simms, who retired in April. Barr also speaks Spanish after spending two years researching, working and teaching in Colombia, South America.
