Tom Mahoney, CEO and chairman, ITA Group (and guest editor for the Leaders Survey): This is a highly complex strategy that requires research, discourse, with a clear understanding of the long-term economic implications. I would say the state is doing a good job managing economic development incentives and is best reflected through low unemployment and a balanced state budget.

I wonder if incentives could be shifted to programs that attract talent that could fuel businesses already in our state.
