Moving up at D.M. City Hall

After serving a little more than three years as Des Moines city engineer, Pamela Cooksey has been promoted to assistant city manager, filling a vacancy left by the retirement earlier this year of Larry Hulse. Among Cooksey’s areas of oversight will be the ongoing levee projects, facilities and the engineering department, City Manager Scott Sanders said. Steve Naber has been named city engineer. He was hired as a deputy engineer in 2015 and managed the department’s design and construction division. Cooksey was hired into the engineering department in 2003 after working for nearly 16 years with the Federal Highway Administration. The city also is in the process of replacing Carl Metzger, who retired at the end of March after serving since November 2014 as deputy city manager. Prior to that, Metzger was Ankeny city manager for 27 years.
