In the next month, the Des Moines Music Commission may encourage the City Council to revive an ordinance that would allow people under the age of 21 to stay in a bar or tavern that also serves as a music venue past 9 p.m. A city ordinance that expired in February allowed people under age to stay in a designated music venue until 11:30 p.m. so long as 50 percent of the bar’s sales came from non-alcoholic items. House of Bricks was the only bar to try to operate under that provision, said Steve Gunson, deputy community development director for the city, but “nobody can meet that threshold.”

JC Wilson, owner of House of Bricks, said that the ordinance did not increase his bar sales, but attendance increased. “Who benefited was the talent, with more attendance and income at the door,” he said.

The new proposal would strive to change the 50 percent stipulation.
