New bill in Iowa Legislature calls for replacing current energy efficiency test

The Iowa Senate will consider scrapping the “societal cost test” model when it comes to evaluating utility energy-efficiency programs. Midwest Energy News reports that major utilities are lobbying the Iowa Senate to support a new evaluation measure that replaces the societal cost test, which adds up costs and benefits to the broader society. Senators and lobbyists supporting SF2311 say a total resource cost test by regulators would consider costs and benefits gained by customers and utilities that participate in state rebate or energy conservation programs.
