New Capitol Complex master plan adopted

The State of Iowa’s Capitol Planning Commission adopted a new master plan Thursday that could add green space and address parking issues in the future at the Capitol Complex in Des Moines. The document is intended to provide a basis for decisions concerning the restoration, preservation and expansion of the Capitol Complex.

The new plan is an update to the master plan that was completed in 2000.

“A lot has changed in the last 10 years. We take this responsibility very seriously. It’s important that the managers of the Capitol Complex have a guide for responsible development in the future,” said Brice Oakley, chair of the Capitol Planning Commission (CPC). “Even though the current economic climate does not support extensive building or renovation projects, the point is to be prepared, so we’re ready and well poised to take advantage of opportunities down the road.”

The 2010 plan calls for a variety of improvements:

Malls – The West Capitol Terrace is nearly complete on the west mall, but the plan would like significant improvements to develop malls to the north, south and east. The areas would serve as public parks and gathering spots, a green space and be used for community events.

Parking – The plan calls to make parking lots a less visible presence on the complex by favoring parking on the perimeter. It also wants to reduce the demand for parking by encouraging employees to use alternative means by providing bus service, adequate shelters, showering facilities and storage area.

Other – As buildings must be replaced or added, they will be done so in a way that emphasizes accessibility to the public, and many of the future buildings proposed would be constructed along Grand Avenue. Along with pursuing sustainable designs for existing and new buildings, the ultimate goal is the preserve the civic quality of the Capitol Complex and “its role as the “People’s Place.”
