Operation Downtown has proposed a $15,000 to $20,000 overhaul of a dicey area under the Ninth Street viaduct, with plans to use public art to make the area under the north end of the bridge safer and more appealing. Amy Lego, executive director of Operation Downtown, told members of the Des Moines City Council this week that there have been complaints of questionable activities under the bridge, which is near the Des Moines Social Club, West End Architectural Salvage and other gathering spots. The idea is to use art, lights or other installations to make the area look less daunting, she said. Some cities have created urban parks in those types of areas, but this effort likely will focus more on public art, Lego said. Teva Dawson and Mat Greiner of GROUP Creative Services will coordinate the installation. The organization will request proposals, followed by construction to be finished by May.
