Five years ago, Iowa turned the state-run program private. The leaders of the program say it’s accomplishing the goal of why they switched to managed care in the first place: They believed it would improve the health of Iowans and save the state money. But not all patients have seen it that way. “We were promised savings and promised better access to services and better health for Iowans. That’s not true,” one disability advocate told the Gazette.
