Ousted Iowa human services director Foxhoven sues governor

Kim Reynolds, contending she and her staff fired him for questioning the legality of paying one of her aides with federal Medicaid money. The lawsuit says Reynolds and her aides “terminated Foxhoven because he refused to engage in illegal activity; that is, committing Medicaid fraud.” The governor ousted Foxhoven in June 2019. At the time, the governor’s only explanation was that she “wanted to go in a new direction at the Department of Human Services.” Reynolds later said Foxhoven’s dismissal was partly related to a scandal over patient deaths at the Glenwood Resource Center, a state facility that cares for Iowans with severe disabilities.
