The project at 4801 Franklin Ave. would include a 30-room boutique hotel, micro-brewery, restaurant, bar, theater and five auditoriums with seating for between 100 and 4,000 people. Developer/owner Jeff Young had asked that the council approve both the second and third readings of the ordinance Monday because he wants to begin work on a restaurant and bar that would open ins spring 2020. Young still must get approval for the project’s site plan.
