The Des Moines City Council this week approved the second and third readings of an ordinance that allows 12 acres at the former Franklin Junior High School site to be rezoned from a limited neighborhood retail commercial district to a planned unit development. The project at 4801 Franklin Ave. would include a 30-room boutique hotel, micro-brewery, restaurant, bar, theater and five auditoriums with seating for between 100 and 4,000 people. Developer/owner Jeff Young had asked that the council approve both the second and third readings of the ordinance Monday because he wants to begin work on a restaurant and bar that would open ins spring 2020. Young still must get approval for the project’s site plan.
