A reception is planned from 3 to 4:15 p.m. today for Des Moines City Councilman Chris Coleman, who did not seek re-election to the at-large seat he’s held for 21 years. The reception at Des Moines City Hall, 400 Robert D. Ray Drive, is being held before Coleman’s last regular council meeting as an at-large councilman. Coleman was first elected to the at-large seat in a special election held in 1998. He was re-elected five times. Carl Voss, who was elected to the at-large seat in a run-off election this month,  joins the council in January.
