The city of Urbandale has become the eighth local city to adopt a complete streets policy. Complete streets are designed to accommodate pedestrian and bicycle traffic and transit along with vehicles. Des Moines, Carlisle, Johnston, Norwalk, Pleasant Hill, Windsor Heights and West Des Moines had previously adopted the planning approach. The Des Moines Area Metropolitan Planning Organization developed a model ordinance.
