The 2018 valuation gain was the second-highest since 1993 and included 1,153 permits, the city reported. The highest annual valuation gain since 1993 was just over $1 billion in 2016. December 2018 saw 39 construction permits for $20.1 million in sales, compared with 51 permits and $15.7 million in December 2017.
