The Windsor Heights City Council on Monday adopted a ‘complete streets’ policy to help guide street projects so the routes are safe for drivers, walkers, bicyclists, bus riders and those who use mobility aids. Des Moines, Carlisle and Norwalk had adopted similar policies earlier. Windsor Heights is the first in Polk County to add the language after U.S. Transportation Secretary Anthony Foxx challenged U.S. mayors to adopt the policies as part of a broader effort to make streets safe. The Des Moines Area Metropolitan Planning Organization is helping local cities with the work.
