Des Moines Register: Aldi is one step closer to building a grocery store in Windsor Heights after the City Council unanimously voted to approve a $608,000 tax increment financing agreement with developer Colby Interests. Aldi is looking to set up at 7100 University Ave., the current site of the Apple Valley Shopping Center. The eastern portion of the building would be demolished to make way for the store.
