Zoning change sought by hotel developer

On Thursday, the Des Moines Plan and Zoning Commission will consider a rezoning request that would allow for the construction of two hotels in Gray’s Lake Office Park.

South Dakota-based Quest Development & Construction Inc. is proposing that the parcel at 320 S.W. Ninth St. be rezoned from a mixed-use residential district to a planned unit development.

The commission is expected to recommend that the City Council approve the request, along with a conceptual plan for the development of a four-story 95-room hotel that would front Southwest Ninth Street and a four-story 93-room hotel that would front Southwest 11th Street.

“This is a general concept of the rezoning,” said city planner Eric Lundy, noting that the developer has presented its plans to the city’s Urban Design Review Board. “I think they are anxious” to get started, he said.

Lundy said preliminary plans for signage elevations submitted by Quest to the city show Holiday Inn Express and Homewood Suites by Hilton brands. The hotels would share a parking lot.

A majority of the 4.59-acre site is owned by River Point West LLC, which is managed by Minneapolis-based Sherman Associates Inc., the area’s master developer. The city also owns a portion of the land, which Lundy said would likely be sold as part of a development agreement.

On Oct. 25, the City Council is expected to determine whether the proposed rezoning is in conformance with Des Moines’ 2020 Character Plan.
